Measures for the Administration of China Marathon and Related Sports Events

 

  Chapter I General Principles

  Article 1 In order to further standardize the organization and management of China Marathon and related sports events, these Measures are formulated in accordance with the Sports Law of the People’s Republic of China, the relevant provisions of the IAAF, the State Sports General Administration and the Chinese Athletics Association (hereinafter referred to as "China Athletics Association").

  Article 2 The marathon and related sports mentioned in these Measures include:

  (1) Marathon: 42.195km long-distance running;

  (2) Marathon-related sports: all long-distance running, hiking and road relay races, which are derived from marathon and are conducted indoors and outdoors (including roads, runways inside and outside stadiums, and roads without artificial hardening due to natural conditions), including ultra-long marathon, half marathon, mini marathon, vertical marathon, cross-country running, mountain running, snow running, beach running, indoor marathon, online marathon, etc.

  Article 3 The sports events mentioned in these Measures refer to marathons and related sports events (hereinafter referred to as "sports events") that are registered to the public in China (excluding Hongkong, Macau and Taiwan Province). Organizers, athletes, coaches, referees, brokers, and staff of operating units shall abide by these measures.

  Article 4 The China Athletics Association is the highest governing body of sports events, responsible for formulating and supervising the standards and management system of sports events, identifying national records, reporting Asian and world records to the world organizations, organizing and implementing the certification of all kinds of sports events held in China, and liaising with the world organizations on behalf of China.

  Article 5 Encourage and support all kinds of competitions to set up reasonable and compliant special awards for athletes of China nationality, so as to promote the improvement of the competitive level of China Marathon and related sports.

  Chapter II General Rules

  Article 6 A sports event shall meet at least the following conditions:

  (1) The sponsoring, undertaking and operating units shall be units and institutions established or registered in accordance with relevant national laws and regulations, with independent legal personality and capable of independently bearing civil liabilities;

  (2) Obtaining the right to use the transportation and track facilities at the start and end of the competition and along the way;

  (3) Having organization funds suitable for the scale of the competition;

  (four) the organization, management personnel, professional and technical personnel and volunteers are suitable for the scale and content of the competition;

  (five) there are perfect competition rules, registration methods, organization and implementation plan;

  (6) Having a starting and ending place and route suitable for the scale and safety of the competition;

  (7) Date of the event, natural conditions such as climate and organizational measures are suitable for the event;

  (eight) with perfect safety measures and medical and epidemic prevention guarantee;

  (9) Having safe traffic guarantee;

  (ten) the relevant personnel and public responsibilities of the event should be covered by insurance;

  (eleven) other conditions stipulated by national and local laws and regulations.

  Article 7 The China Athletics Association shall carry out classified certification management for the competitions.

  Chapter III Competition Classification

  Article 8 China Marathon and related sports are divided into three grades: Class A (A1 and A2), Class B and Class C.

  Class A1 events mean that the track, timing, judging, doping testing and other core competition organization work of the events meet the performance certification standards of China IAAF (recognition of records and achievement of reaching the standards).

  Category A2 refers to the competition organization that basically meets the management certification standard of China IAAF.

  Class B competition means that the competition organization of the competition reaches the basic standard of fair competition among the players of the competition.

  Class C events refer to events organized by social forces, with a scale of more than 300 people (cross-country running with a scale of more than 100 people), supervised by local track and field associations (provinces, autonomous regions and municipalities directly under the Central Government) or marathon centralized management departments.

  Article 9 The results of category A1 events are included in the ranking of China Athletic Association Marathon and related sports, and can be declared as the public player level of China Marathon and related sports. After meeting other relevant professional and technical standards, the event can bid for the national championship, and its achievements can be declared as national, Asian and world records;

  Article 10 Category A1 events shall be:

  (1) The competition events are the following standard distances recognized by the IAAF as world records:

  -Marathon: 42.195km.

  -Half Marathon: 21.0975km.

  -Other distance events: 5 km, 10 km, 100 km, road relay race (marathon distance only);

  (2) The track measurement, timing, judging and doping test meet the requirements of IAAF performance certification;

  1. The route of the event has the measurement report issued by the qualification surveyors above "B" level of IAAF and World Marathon and Long-distance Running Association (hereinafter referred to as AIMS) and the measurement certificate issued by AIMS;

  2. The straight-line distance between the starting and finishing points shall not exceed 50% of the total distance, and the ratio of altitude drop between the starting and finishing points to the total distance of the track shall not exceed one thousandth;

  3. During the competition, surveyors or other qualified technical officials appointed by surveyors (after consulting relevant institutions) shall take the lead car to observe and confirm that the route run by athletes is the measuring route;

  4. The induction timing system approved by the China Athletic Association must be used in the competition, and there must be a net timing result; For events with a distance of more than 10 kilometers, the timing point should be 1 every 5 kilometers; There should be an induction timing point at the turn-back point at the farthest end of the track;

  5. Set the video of the game at the time point, the turn-back point, the starting point and the end point to record the whole process of the game;

  6. The event manager is a referee at or above the national level, and has at least 2 years of experience in judging marathon events. Other major posts (check-in, starting and finishing, inspection, timing, drinking and drinking, post-competition, competition secretary and arbitration) must be referees at or above the national level, and the above posts must be selected by the provincial track and field association or the referee management department;

  7. Doping tests must be conducted in the competition, with at least 6 samples (3 males and 3 females) containing EPO tests; There are at least 3 single-sex competitions;

  (three) strictly abide by the latest rules of track and field competition promulgated by the China Athletics Association, China Marathon management measures and related regulations.

  Article 11 Class A2 events shall be:

  (1) The track measurement, timing and referee meet the requirements of China Athletics Association’s performance certification:

  1. The route of the event has a measurement report issued by the surveyor of China Athletic Association and a measurement certificate issued by China Athletic Association;

  2. During the Games, there will be observers from the China Athletic Association or other qualified personnel to take the lead car to observe, so as to ensure that the route run by the athletes is the measuring route;

  3. The induction timing system approved by the China Athletic Association must be used during the competition, and there must be a net timing result, and there must be an induction timing point at the farthest turn-back point of the track;

  4. Set the video of the game at the starting and finishing points;

  5. The event manager is a referee at or above the national level, and has at least 2 years of experience in judging marathon events. Other major posts (check-in, starting and finishing, inspection, timing, drinking and drinking, post-competition, competition secretary and arbitration) must be referees at or above the national level, and the above posts must be selected by the provincial track and field association or the referee management department;

  (2) Strictly abide by the latest IAAF competition rules promulgated by China Athletics Association, the articles of association of China IAAF and relevant regulations.

  Article 12 Class B events shall be:

  (a) the induction timing system must be used during the competition;

  (2) A video of the competition must be set up at the finish line to record all the people who completed the competition;

  (3) The event manager is a track and field referee at or above the national level;

  (4) Strictly abide by the latest IAAF competition rules promulgated by China Athletics Association, the articles of association of China IAAF and relevant regulations.

  Article 13 Class C events shall be:

  The competition organization of this event meets the basic standards of fair competition among athletes, and should also comply with the relevant regulations of local (provinces, autonomous regions and municipalities directly under the Central Government) track and field associations or marathon centralized management departments.

  Article 14 Class A events may apply to the China Athletics Association for co-hosting; Class B events can apply for technical certification of China Athletics Association (including track, timing, referee, etc.). Class C events can apply for technical certification, guidance and co-hosting by local track and field associations or marathon management departments, and the provincial track and field associations or management departments will report to China track and field associations quarterly.

  The local organizer shall submit valid paper application materials to the China Athletics Association at least 60 days before the event is held for the first time and at least 40 days before the event is held again. If you apply for and sign a joint venture agreement with China Athletics Association for more than one year, you can confirm it by the organizing committee (or the local sports bureau) 30 days before the next year’s competition.

  Re-application for co-hosting of non-co-hosting events in the previous year is regarded as the first application.

  It is necessary to cooperate with the competition supervisor sent by the China Athletics Association to carry out relevant inspections in the competition area (before, during and after the competition), and the organizing committee shall bear all the expenses arising therefrom, and provide assistance such as competition documents and local transportation.

  The operating and executing company of Class A events must have at least 3 persons and at least 2 persons who have been trained by the marathon competition organization of China Athletics Association for Class B events.

  Article 15 For all Class A events, the organizing committee shall submit the timing results of the competition chip to the China Marathon Information Platform within 48 hours after the event. The registered events are provided according to the requirements of the annex.

  For hiking, please refer to the Administrative Measures for Hiking in China of China Athletics Association.

  Chapter IV Liaison with International Organizations

  Article 16 According to the relevant regulations of international organizations, any place or institution in China that applies for hosting the events sponsored by IAAF or ATF shall submit a written application to the China IAAF. To hold an international competition, an application should be submitted to the World Organization through the China Athletics Association, and relevant fees should be paid. The application time depends on the relevant provisions of the bid.

  Article 17. The organizing committee of an event must obtain the consent of the China Association of Athletics and submit a written application to the China Association of Athletics at least 60 days in advance. After the China Association of Athletics contacts with international organizations for confirmation, the organizing committee of the event will be responsible for the follow-up related matters.

  Article 18 China Athletics Association only assists Class A events in international organization liaison and related work. The related membership fees of IAAF and IAAF are paid by China IAAF, and the membership fees of AIMS are borne by the organizing committees.

  Nineteenth international organizations or foreigners engaged in marathon-related affairs in China must be approved and confirmed by the China Athletic Association.

  Note: Only those who were awarded the gold medal by the Chinese Athletics Association in the last year are eligible to apply for the IAAF brand event through the China IAAF;

  Only those who were awarded the gold medal and above by the Chinese Athletics Association in the last year are eligible to apply to join AIMS through the China Athletics Association.

  Chapter V Competition Organization and Management

  Twentieth all kinds of competitions should strictly abide by the rules, regulations, fairness and safety as the primary goal, adhere to the people-oriented, provide necessary working conditions for staff and volunteers, and provide necessary services for contestants.

  Article 21 The Organizing Committee of the Games (hereinafter referred to as the "Organizing Committee") shall effectively perform the basic functions of competition organization, medical rescue (epidemic prevention), traffic security and so on.

  Twenty-second all kinds of events should be announced before the start of the competition or at the time of registration, which has been approved by the Chinese Athletics Association. The competition rules shall at least include the name, time, place, project setting, competition scale, organizer, organizer, competition route (written description), entry qualification, registration method, competition method, reward and punishment method, contact information of the organizing committee and the right to interpret the rules.

  Article 23 The Organizing Committee shall organize the competition in accordance with the latest IAAF rules compiled by China IAAF and the competition rules and implementation plan promulgated by the Organizing Committee approved by China IAAF. All ceremonies and activities of the competition must be reported to the China Athletics Association for review before implementation.

  Article 24 The Organizing Committee shall, according to the characteristics of the competition, require the applicants to complete the physical condition assessment, sign the entry statement including risk notification, safety tips and legal responsibilities, and provide the organizing Committee with materials that are helpful for reviewing the qualifications for the competition.

  Article 25 The organizing committee of the tournament shall provide comprehensive tournament information to participating athletes, staff, volunteers and media in a timely manner.

  Twenty-sixth all kinds of competitions should provide competitors with a guide, which should at least include the distribution map of the starting and ending points, the streamline of the competition, the traffic guide of the starting and ending points, the track map, the description of the track, the distribution of supply stations and toilets, the climatic conditions and risk warnings.

  Article 27 The Organizing Committee shall do a good job in the safety protection at the starting point, the terminal and along the route, and shall have a response plan for all kinds of risks and emergencies that are prone to endanger public safety. During the competition, there should be special security personnel at the starting point, the finishing point and along the route to maintain order.

  Article 28 During the competition, first-aid equipment and professional medical, health and epidemic prevention personnel must be equipped in the starting and finishing areas and along the track to ensure that the injured and wounded can be sent to the designated medical institutions for treatment in the shortest time.

  Twenty-ninth track should be provided with obvious mileage markers, obvious direction markers should be provided at all intersections, and obvious regional markers should be provided at the start and end of the event.

  Article 30 Toilets should be provided in the starting and finishing areas and along the track according to the scale of the race, and garbage collection equipment or garbage collection services should be provided to ensure that no race wastes will be left in the starting and finishing areas, the track and the routes along the way after the race.

  Article 31 The organizing committee shall provide athletes with enough drinking and water at the start and end of the track and along the way according to the relevant regulations of the competition and the characteristics of the track.

  Article 32 All organizing committees shall ensure that the organizers, participating athletes and other staff members have personal insurance during the games, and ensure that the organizing committees have public liability insurance.

  Article 33 Except for ranking bonuses and prizes for domestic or local athletes, other bonuses and prizes should not be set according to the nationality and gender of the contestants, but should be equal and consistent. The results of all winning athletes should be publicized on the official website of the competition for at least 10 days.

  Thirty-fourth tournament bonuses should be set and distributed according to the following requirements:

  (1) China IAAF Gold Medal Competition:

  The maximum prize money for applying for the IAAF gold standard event is $45,000 for the full marathon and $20,000 for the half marathon;

  The maximum bonus for applying for the IAAF silver standard event is $20,000 for the full marathon and $10,000 for the half marathon;

  The maximum bonus for applying for the IAAF bronze medal competition is $10,000 for the full marathon and $5,000 for the half marathon;

  The events applying for the IAAF sign should be based on the championship performance standards dynamically released by the China IAAF, and 50% bonus should be reduced for those who fail to meet the performance standards, and the bonus for the runner-up and the third runner-up should be lower than the reduced champion bonus;

  The maximum prize money for non-declared IAAF brand events is RMB 30,000 for full marathon and RMB 10,000 for half marathon;

  (2) Silver and bronze medals of China IAAF: the maximum prize money is 20,000 yuan for the full marathon and 8,000 yuan for the half marathon;

  (3) Non-China IAAF gold, silver and bronze medals: the maximum prize money is set at 10,000 yuan for the full marathon and 6,000 yuan for the half marathon;

  (four) awards set for China players or local players alone, the bonus is not higher than the competition bonus in principle.

  (5) Bonuses shall be paid in US dollars and RMB currencies as stipulated in the above-mentioned bonuses for various competitions.

  (six) the bonus of foreign players shall be paid to the account opened in their own name in principle. Except for the IAAF invitees.

  (seven) the distribution must be completed within 60 days after the doping test results (if any) are announced and publicized.

  Article 35 All organizing committees shall abide by the Measures for the Administration of Marathon Brokers of China Athletics Association and manage elite athletes according to the following requirements:

  (1) Elite athletes can only be invited to events that declare IAAF signs;

  (2) The Organizing Committee shall have a special person to be responsible for the invitation of elite athletes;

  (3) Elite athletes must be invited through marathon brokers registered by the China Athletic Association:

  (4) The Organizing Committee shall sign an agency agreement to clarify the rights and obligations between the Organizing Committee and the broker (or company) and ensure that the responsibilities of elite athletes from invitation to departure are in place;

  (five) elite athletes are not allowed to participate in the competition;

  (6) The Organizing Committee shall submit the list and results of the top 20 elite athletes in the competition to the China Athletics Association for the record within 10 days after the competition. The information submitted should at least include: athlete’s name, gender, nationality, passport number, reported items, best results, agent’s name and other corresponding information.

  Article 36 The organizing committee shall ensure that athletes pass through during the competition.

  There are no people and vehicles irrelevant to the competition passing through the track area, which shall not affect the normal progress of the competition or interfere with the normal order of the competition.

  Article 37 The Organizing Committee shall strictly abide by the relevant regulations of the IAAF and China IAAF on market development, and it is strictly forbidden to accept tobacco sponsorship;

  Unless approved by the Chinese Athletics Association, any alcohol product cannot be used as a title sponsor.

  Article 38 The contents of the competition advertisements, media publicity and related activities and ceremonies released by the Organizing Committee must be true and healthy, abide by social public order and good customs, and shall not mislead or deceive contestants and consumers.

  The organizing committee shall set up a press spokesman, who shall be the official representative of the organizing committee.

  Article 39 The organizing committee shall record the results of each contestant in detail and accurately, and publish them on the official website within 48 hours after the end of the competition. Conditional units can use the event information system to provide real-time query service for results.

  Fortieth holding social welfare fund-raising events shall be approved by the civil affairs department. In addition to paying the necessary costs and expenses, all the income from hosting the competition must be delivered to the recipient, and no other unit or individual may extract remuneration from it.

  Article 41 All tournament organizing committees should strive to be diligent in organizing tournaments, save resources and protect the environment.

  Chapter VI Participants

  Article 42 Relevant personnel (including athletes, coaches, referees, volunteers, staff and brokers of the Organizing Committee, staff of the operation and implementation company, etc.) shall abide by the following provisions:

  (1) Abide by the relevant laws, regulations and rules of China;

  (two) abide by sports ethics, prohibit the use of stimulants, prohibit fraud, corruption;

  (3) Abide by the rules of track and field competition and the rules of competition;

  (four) consciously accept the safety and health quarantine inspection, obey the management;

  (five) shall not affect the normal order of sports competitions, hinder public safety;

  (6) Abide by social ethics.

  Brokers should also carry out brokerage activities in strict accordance with the requirements of the Measures for the Administration of Marathon Brokers of China Athletics Association.

  Forty-third marathon and half marathon events should stipulate the following age limits for athletes:

  -Marathon: Participants must be at least 20 years old in the year of competition;

  -Half Marathon: Participants must be at least 16 years old in the year of competition.

  When minors under the age of 18 participate in the competition, the Organizing Committee shall require their guardians or legal representatives to sign a declaration of participation.

  Chapter VII Penalty Rules

  Article 44 If a local organizer, organizer or operating unit violates the Articles of Association of China Athletics Association, the rules of track and field competition, the relevant provisions of the management measures of this competition and the competition organization standards in the registration, certification, operation and management of the competition, the following penalties will be given according to the seriousness of the circumstances:

  1. warning;

  2. Serious warning;

  3. informed criticism;

  4. Cancel the qualification to apply for the certification of China Athletics Association next year;

  5. Cancel the certification qualification of the event for 1-3 years;

  6. Stop holding marathon events within 1-3 years.

  Article 45 The organizing committee shall punish the illegal acts of the participating public players during the competition according to the competition rules and regulations.

  In addition to being punished according to the rules, regulations and relevant regulations of the Organizing Committee, the registered athletes of China Athletic Association and the Club League will be punished by China Athletic Association according to relevant regulations.

  Specially invited elite athletes who violate the rules during the competition shall be punished by the China IAAF according to the relevant regulations of the IAAF and the rules of the competition, and the punishment results shall be notified to the IAAF and the national (regional) association of the punished athletes.

  Article 46. If a player enters the competition as an impostor, forges the number or certificate of the competition, practices fraud, etc., depending on the seriousness of the case, the organizing committee of the competition will announce the list of violators for the first time and ban him from participating in the competition for life. If this happens again, the China Athletic Association will make a life-long ban on the athletes from participating in all certified events of the China Athletic Association.

  Article 47 Those who violate the provisions of Article 44 shall be punished by the China Athletic Association and the organizing committees according to relevant laws and regulations, and shall be investigated for legal responsibility as appropriate.

  Chapter VIII Supplementary Provisions

  Article 48 These Measures shall be implemented in conjunction with other management regulations promulgated by the China Athletic Association.

  Article 49 The China Athletic Association shall be responsible for the interpretation and revision of these Measures.
